Rules for government organizations

General Rules:
1.1
Every employee of government organizations is required to follow the regulations and internal rules of their organization.
1.2 Employees of government organizations are prohibited from using weapons and specialized items marked by the state outside of working hours. | 120 Minutes Jail
1.3 Employees of government organizations are prohibited from ignoring any criminal offenses and neglecting their official duties during working hours. Friendships may be maintained, but criminal acts or information about criminal organizations must not be withheld despite the friendship.
1.4 Management is prohibited from accepting any bribes or participating in criminal activities. | Warning
1.5 It is forbidden to admit a person into a government organization who has previously been part of a criminal organization. A person who remains without a record for more than three weeks is considered "rehabilitated" and thus is no longer classified as a criminal. | Warning for the person who hired the "criminal"
Note:
To switch from a criminal to the state, the name or appearance of the character must be changed.
Explanation: A member of a criminal organization is a player who has an entry in the database within the last three weeks.
1.6 The confiscation of illegal elements is to be carried out exclusively through the functionality of the server. | 30 Days Ban
1.7 Employees of government organizations are prohibited from conducting searches and removing property from the trunk of a car if there is no reasonable RP situation. | Warning
1.8 It is forbidden to use an organizational vehicle for personal purposes. | 60 Minutes Jail
1.9 Law enforcement agencies are prohibited from arresting a player who was killed during the arrest and then woke up in the hospital. | 120 Minutes Jail
1.10 Employees of security forces are prohibited from being in the ghetto with less than 4 people. | 120 Minutes Jail
Exception:
Responding to Code 0/Code 1.
1.11 Employees of law enforcement agencies are required to patrol, make arrests, and respond to calls while in organizational vehicles. | 120 Minutes Jail
Exception:
FIB agents may respond in private vehicles to gather information for further investigations.
1.12 LSPD, FIB, Army & USSS employees are prohibited from dragging a prisoner while either jumping, running, handcuffing someone else, or shooting. | 120 Minutes Jail
1.13 It is forbidden to use a taser or handcuff someone during a shootout. | 120 Minutes Jail
1.14 Employees of government organizations are prohibited from reviving players or handcuffing them while holding weapons. | 120 Minutes Jail
1.15 Employees of LSPD, FIB, Army & USSS must wear organizational clothing at all times while on duty. | 120 Minutes Jail
Exception:
Working as an FIB agent with the appropriate disguise.
1.16 When stopping a van with hemp or documents, there is the option to inspect the trunk.
Explanation: Only 1 attempt per van is allowed via “/try”. | 180 Minutes Jail
1.17 It is forbidden to wait for players at handover points for stolen cars or loading crates with hemp seeds (loading trucks). | Warning

Interaction between Government Organizations:
2.1
All government organizations are subordinate to the government.
2.2 The government can be overthrown through a coup.
Note: An RP situation must be played out with the support of at least two government organizations and with the approval of the Senior Curator State.
2.3 Employees may only be exchanged between the following government organizations: LSPD, Army, FIB & USSS.
Note: Coordination must take place between the two organizations, and the transfer to a new organization must be approved.
2.4 The rank in the new organization may not be higher than in the previous organization.
2.5 Without a military ID, one cannot work at FIB or USSS.
Government:
3.1
The administration of the government has the right to establish house rules.
3.2 The Ministry of Justice has the right to set the schedule for inspections of government organizations.
3.3 The legislature of the government is obliged to develop the state constitution, the criminal code, the civil code, the state traffic regulations, and the subsequent laws created by it and to ensure their relevance.
3.4 All changes to laws must undergo the review process of the legislative assembly (cabinet). A change requires a simple majority, i.e., a total of four votes.
3.5 The government administration is obliged to have at least one qualified lawyer on staff to represent citizens' interests in court.
3.6 Government employees (lawyers, prosecutors & governor's staff) have the right to carry registered weapons and firearms for self-defense.
3.7 Legal documents or documents with normative or directive character shall take effect only after publication on the official state portal (forum & Discord channel).
Exception: Documents and resolutions with the "Top Secret" seal.
USSS:
4.1
The "USSS" is a structure of the security forces whose main task is the protection of important individuals, the execution of state tasks, and support in security and organizational measures.
Note: Security and organizational measures are actions involving high-ranking government officials.
4.2 In their duties, the USSS must not interfere with the activities of the FIB and the LSPD.
4.3 The USSS is exclusively subject to the government, its regulations, and laws.
4.4 The USSS has the right to conduct certain patrols around the city hall and to detain or search suspicious persons in accordance with all rules and laws.
4.5 The participation of the USSS in patrols in the ghetto is only permitted through participation in allied patrols.
4.6 The USSS is prohibited from using personal transportation when accompanying officials and related events.
4.7 The USSS is allowed to patrol the city in a group of at least two people (without violating Rule 4.6 of these rules).
4.8 The USSS has the right to create a case file and conduct investigations against civilians.
Army:
5.1
The Army has the right to use military equipment during the introduction of the regimes "State of Emergency" and "State of War" as well as for actions with the consent of the Senior Curator State.
5.2 The Army is obliged to participate in the neutralization of serious crimes (hostage-taking, armed robberies of state and private enterprises, responding to attacks from other government organizations).
5.3 Soldiers of the Army have the right to detain citizens who have committed illegal acts.
Note: With subsequent transfer of the offender to the LSPD or FIB.
5.4 Soldiers of the Army have the right to patrol dangerous areas of the state as part of supporting FIB or LSPD patrols.
5.5
It is prohibited to refrain from delivering materials to other organizations for more than 24 hours if they need them.
LSPD:
6.1
The main task of LSPD employees is to ensure public order and safety in the state territory and to protect the rights and freedoms of citizens. The task of the LSPD is to prevent and stop criminal activities. In addition, they investigate crimes, ensure traffic safety, provide assistance in accidents and other emergencies, cooperate with other law enforcement agencies, and perform other duties related to maintaining public order and safety.
6.2 LSPD employees have the right to inspect personal documents or applications and initiate other legal actions when there are IC reasons.
6.3 LSPD officers must have a video recording (body cam) of every arrest. (min. 48 hours retention).
6.4 LSPD staff are allowed to remove masks only during procedural actions. | 120 minutes jail
6.5 LSPD employees are required to respond to procedural actions, emergency calls, global and local codes only in organizational vehicles and in work clothing. | 120 minutes jail
6.6 LSPD employees must handle citizen complaints no later than 48 hours after the complaint is made.
6.7 It is forbidden to ignore emergency calls from players. | Verbal warning to the leader for frequent violations
6.8 The acceptance of bribes is only permitted when alone with the opponent or only in the presence of one of their colleagues - the initiative for bribery must come from the inmate. Max. 50,000 per case or action. | Warning
Note:
It is prohibited to assist a person in accepting a bribe.
Example: Driving to a bank to withdraw money or driving to an ATM, even if they ask for it. It is also prohibited for them to accept bribes via bank transfer. It is forbidden to indicate a bribe.
FIB:
7.1
The main task of FIB employees is to respond to and stop criminal activities.
7.2 FIB employees have the right to inspect personal documents or applications and initiate other legal actions when there are IC reasons.
7.3 FIB officers must have a video recording (body cam) of every arrest. (min. 48 hours retention).
7.4 FIB staff are allowed to remove masks only during procedural actions. | 120 minutes jail
7.5 FIB employees are required to respond to procedural actions, emergency calls, global and local codes only in organizational vehicles and in work clothing. | 120 minutes jail
Exception:
FIB investigators working undercover without a uniform may secretly respond to emergency calls or global and local codes to gather information and track a suspect (without intervening in the situation).
7.6 The head of the FIB is required to coordinate every file concerning other state organizations and criminal organizations with the Attorney General. The Attorney General must approve the case according to the laws of the state and coordinate with the highest administration.
7.7 Mandatory conditions of the file:

  • []must contain at least 3 pieces of evidence for serious or mass violations of the law
    []the use of irrelevant materials (already used evidence and evidence from the previous organization leader) is prohibited.
  • It is forbidden to edit video and photo evidence in any way.
7.8 It is forbidden to share information about process files with third parties.
7.9 FIB employees can recruit employees from other organizations.
Note: Only newer members can be recruited, but the recruitment must be done without the involvement of third parties.
7.10 The acceptance of bribes is only permitted when alone with the opponent or only in the presence of one of their colleagues - the initiative for bribery must come from the inmate. Max. 50,000 per case or action. | Warning

EMS:
8.1
EMS employees are required to assist every resident of the state.
8.2 EMS management has the right to establish internal regulations for the hospital, subject to the approval of the government and administration.
8.3 EMS has the right to conduct inspections of state organizations once a week.
8.4 It is forbidden to indicate a non-RP reason in the diagnosis of the patient when issuing a health card. | 180 minutes jail
8.5 EMS personnel must respond to calls.
8.6 In an active shootout between two or more organizations, EMS employees must not begin to revive anyone. | 120 minutes jail
Note:
EMS employees may also be asked by the respective winning organization not to revive certain individuals.
Supplement: In general, EMS employees must not expose themselves to active danger.
Weazel News:
9.1
Announcements must be a well-written sentence and should not contain grammatical and punctuation errors.
9.2 Submitted ads must be moderated by Weazel News staff.
9.3 The announcement must start with a capital letter and end with a period (there must be a space after a punctuation mark).
9.4 It is prohibited to mention or offer participation in gambling in announcements.
9.5 The use of obscene expressions, even in veiled form, is prohibited in announcements.
9.6 The use of CAPS in announcements is forbidden.
9.7 It is forbidden to promote any items that cannot be sold by the server script.
9.8 Damaging advertising against companies is prohibited.
9.9 It is strictly forbidden for a Weazel News employee to engage in criminal activities.
Exception: Self-defense.
Rules for Chat in an Organization:
10.1
Advertising in all forms is prohibited in the chat.
10.2 Insults, humiliation, excessive use of obscene language in open and veiled form. Calls for suicide, bullying. | 60 minutes mute - 1-7 days ban
Rules for the State Wave and News:
The State Wave is a national system for warning and informing US citizens about various events, situations, changes in conditions, or emergencies.

The State Wave is created for:

  • []Notifying residents of any changes
    []Conducting applications in state organizations
    []Warning the public about events
    []Implementing measures by state authorities
  • Commercial activities of Weazel News
11.1 There must be a competent and clear expression of opinion.
11.2 No more than 5 lines should be used.
11.3 Cooldown for calling an application to a state organization, an event, or a normal announcement – 60 minutes.
