I’ve updated Rule 1.8 to:
1.8 It is forbidden to use an organizational vehicle for personal purposes. | Warning

This replaces the previous penalty of 60 minutes Jail. Since the change was made today, the player will still receive 60 minutes Jail, but future violations will only result in a warning.
